There is no age bar for open education from IGNOU. You can certainly pursue BA from IGNOU very easily. It is also the best choice for distance education.

NIOS students are accepted everywhere. NIOS is recognised by Government of India and so, all universities recognise it too. If you are unsure, then contact the college directly. They will also confirm the same. You are eligible to apply for BAMC from this college.

Of course it is possible. Just choose your subjects in Hindi at the beginning of semester. There is no restriction on the language. Also, you can give exam in your language too.

JMI Distance Education only has MA in psychology to offer. It offers general BA through distance.
