I am afraid that what you want is not feasible. Actually, you will have to abandon B.Sc and seek admission for B.A. Programme based on your marks of 12th. If you are having trouble in B.Sc. Then just do not think of lost years but go for B.A immediately.

You may consider doing Bachelors in Arts for Humanities and social sciences, languages, journalism and mass media, psychology, geography, history to name a few. Alternately animation courses, hotel and hospitality management, Bachelor of commerce, Bachelor of Business Administration, Bachelor of Computer applications and IT could be considered too.

It's indeed surprising. Maybe you should attempt on another computer or go to a cyber cafe and attempt opening from there. I too am unable to open. However, I could open the page where different phone numbers are given.

Yes, you can pursue MBA after B.A. However, you need to ensure that you have scored minimum 50% marks at graduation level as its the qualifying mark for MBA admission. You are also required to clear CAT admission test) with a high percentile score to get admission into a good institute.
