Admission process for session 2018-19 will be online only. It is still not available but expected to be up & running from last week of April. With the marks that you are mentioning you will be eligible but admissions are based on entrance exam. Keep lookout for announcements of dates for different events.

BA is very generic word. Different subjects under this have different priorities. Normally speaking, if you are not from Pune University them its next to impossible to migrate only for third year B.A. Its better to continue in old place. Marks in TY BA will matter most rather than whether you had backlog or not.

Unfortunately, the website of Viswabharati is not updated and shows status of year 2017. But information from other sources reveal that entrance exams are normally held in the month of June. It is hoped that soon the webpage would be updated and will display all required information.
