Almost all universities conduct BPP (Bachelors preparatory programme) for BA, B.Com by 18 years age basis and conducts entrance exam.

Yes, you can do Masters in arts from IGNOU as eligibility for MA admission is just that you have to complete your graduation from a recognized college with atleast 50% marks.
