Yes, you can pursue two courses at the same time if the mode is different i.e. one is regular and the other one is a distance mode but it would be advisable to never show both the degrees at the same time.

Yes, you can apply for Bachelor in arts after 12th from commerce but your marks should be more than 50% in the qualifying exam for being eligible for admission to any college.

Hi Vishal,
Without work experience and a GMAT score, you will have very limited options for MBA abroad. Also, your percentage is very low. Anyways check countries in Europe and also Scandinavian countries. See here:
