You need to have some really solid reason to justify your bad grades. College admissions officers don't want to hear excuses unless the circumstances were absolutely out of your control.
Mostly all the colleges take into consideration your academics and extracurricular. Some may grant you admission on payment seat. But you need to really struggle to for good colleges with this percentage.

In arts, Lady Shri Ram College is the best, so I guess, English honors is the best. The faculty is better here at DU.
I have completed my honors degree from DU, and where it excels is the exposure a student gets, you will meet students from every nook of the country and cultures, try to absorb all that you can. As a literature student reading is your duty, read as much as you can, write whatever you can, push yourself, participate in extracurricular activities and that's all.
On an informal note, even English at Jadavpur University is considered best. So decide on others factors, like what after English and placements, which places suit

It dishes out many courses about Hindustani in Urdu, Braille and in general promoting its objective. It makes no claim that its courses are recognised by UGC. It's just that students must know that it's a one year programme 'Hindi Vidwan' and is equivalent to BA.
The fact of the case is, any programme of education needs to be of 3-years duration minimum and after 12th, which they can claim to be a graduation as understood by UGC. Once this is u
