It depends on your interest. If you want to pursue a career in research, teaching, administrative or civil services, political Science would be a great option. If you wish to pursue a career in journalism, advertising, event management, public relations etc., then mass communication will be a wise choice. You need to figure out your interest to make a choice between both.

St. Stephen's College and Lady Shri Ram College are at the top of the list. Both the colleges are at par when it comes to brand value, exposure and the placements of course. Shri Ram College of Commerce in spite of being ranked number one college for commerce isn't the best choice for economics honours but is the second best though.
