No mostly you can't do M.Com without completing B.Com as the minimum qualification of M.Com is B.Com pass
If this eligibility criterion is not there then you can't enroll into M.Com.

But u can contact to nearby private hostel or your college hostel there you might have a chance to get seat

You can take any one course according to your interest of field in which your gonna success in can be anything but think deeply before you choose any course

As you have got less percentage in B.Com you can still try for good colleges which have eligibility criteria for your marks according to your interest in your choice of field.

You can get B.Com seats in A graded college from NAAC good colleges for the infrastructure and qualified teachers will be available in A graded college

The general fees structure of B.Com is 20000-150000/- were the fees varied from one college to other, u can check the fees of your registered college through online portal or visiting the college offline.

The last date for admission in Mumbai university was June 20 however you can either recheck it on the online portal or you can visit the offline faculty of Mumbai university for further knowledge.
