No, there are no rules for changing college in the 3rd year. Once you are successfully admitted in the 2nd year after Diploma, you won't be able to change the college again.

You are a Graduate Degree Holder with Five Years of Experience in Business Analyst Profile, so now planning to pursue a Part-time M.B.A. Program. But Placement Opportunities are always for the Fresh MBA students as demand from Corporate to pick Trainees to groom into the fresh profile of companies. But there are possibilities for corporates may ask the Part-time students, if you perform excellent and demand exists on that time of completion.

Hi Sangeet Malhotra
Kindly predict your college in this college predictor. JEE Main rank predictor is an online tool which predicts the candidates rank range and probable colleges based on the difficulty level of the examination, average marks scored in JEE Main and seats available in IITs, NITs, GFTIs, and other SFTIs. The rank predicted might not be accurate but it certainly does give an idea to the aspirant. Know your college admission chances based on your JEE Main Rank, Home State, Caste, Gender, etc. Here https://www.shiksha.com/b-tech/resources/jee-mains-college-predictor.
