Teaching experience is not a condition to get admission in B.Ed. So you can apply for that without any hesitation. You can choose IGNOU as it a trusted university for distance education. Remember, for admission in B.Ed, 50% is required either in graduation or Masters.

You will get a category when you will get a job. Depending on the condition and criterion, you will be categorised.

Yes, you can do it. A long break is not a barrier to pursue B.Ed if you have a minimum of 50% in your graduation.

Definitely, B.Ed will help you in teaching. But you must have a minimum of 50% in your graduation. Your 4-years home tuition will not help you to get admission in B.Ed, but yes it will help you to cope up with teaching practice.

You are doing B.Ed means that you have already taken admission in B.Ed and perhaps the 1st semester is also over. Now, why do you need to choose the subjects again?

It is difficult to change the college although it is under the same university. But, if you have a genuine reason, the university might give you the permission to do so.

Yes, you can. But confirm it once if the Kerela government is conducting any such exam or not.
