In general, you cannot change your college during your course time interval. But some universities allow students to change their college but they can shift only to those colleges which are registered under the same university.
I suggest you contact the university or college you are interested in and ask them about their policy on changing colleges during the course of study. They will be able to provide you with more information and guidance.

The applications for Hindu College that run simultaneously with DU registrations for UG courses via CUET 2023 (for UG programmes) began on Feb 10, 2023, and were open till Mar 30. Interested students were able to apply online on the official website of CUET UG. The CUET UG exam is scheduled to take place between held from May 21 to Jun 8, 2023, and the results were announced in Jun, 2023. The registrations for the Common Seat Allocation Process (CSAP) for UG admissions is already open and Delhi University has released the dates for the first, second and third DU CSAS Seat Allocation Lists which will be out on Aug 1, Aug 10

No, there is no offline method of application. All the students must apply through the centralised entrance exam's official website, i.e., the official websites of CUET UG and CUET PG exam. After the COVID years and after the introduction of CUET UG and CUET PG for admission to Hindu College and other DU-affiliated colleges, the application process has shifted full-time to the online mode.
