Specialisations in Telecom Management, Systems and Operations relate to technology as well. But if you do not wish to take a break from routine job chores, then part time or distance education is for you. The choice is yours.

Yes, you can get admission. You must have 1-2 research papers published or a good project work, and a 12-15 month job experience would add a great value to your resume. But remember, your GRE scores should be good enough to get admission without any fuss.
