Hello!
Yes, you can pursue PhD in Economics after completing BTech in any stream. There are many colleges that allow only studnets who have completed a Masters in Economics or a related field, but some colleges also allow students from other backgrounds to take admission in Doctorate in Economics degree. You must apply for entrance exams like UGC NET and GATE through which you can get admission into the PhD in Economics program.

Jain University, Bangalore provides its B.Tech in various fields like Computer Science (CS) with its own entrance examination called Jain University Entrance Test or JUET. No, you can't get admission in BTech Biotechnology or any other branches of BTech with a NEET UG Score card. You have to appear in the JEE Main exam with PCM subject and then apply for Josaa or Csab counselling to get admission in B.Tech in BIT Mesra.
With a NEET UG score card, you can get admission in medical courses like MBBS, BDS, BHMS, etc.
