IKG Punjab Technical University Kapurthala and it's affiliated colleges can be the best options for pursuing B.Tech courses for students having less aggregate marks in 12th. The eligibility criteria of B.Tech is given below. Eligibility: 12th with minimum 45% marks, 40% for reserved categories. You are eligible here for 15% of seats reserved for other state quota. The other options are also given below.

For the Computer Science branch through Management Quota you have to pay around 10 Lakh as a donation and 10 lakh per annum as tuition fee to the college. The average fee for B. Tech management quota ranges between Rs. 60,000 to 80,000 per annum, while the highest fee may go up to Rs. 1,00,000 to Rs. CSE in BVB College, Hubbali (now KLE Technological University) under management quota is INR 211500/-. This fees is for two semesters. It includes a tuition fee of INR 183000/- and a registration fee of INR 3000/-.

The Academic fees vary as in the first semester you have to pay 80k (70k + 10k ERP Fees that will be refunded in the last semester) and then from the second semester the Academic fees remain the same I. e. 70,000 INR per Semester and if you're Hosteller then you have to pay 33,300 INR per Semester additionally for the Hostel (laundry and mess included).

The answer would be yes as well as no. It depends weather you want to get B.Tech course at government college or private college and with good facilities
If you want a government college then WBJEE is compulsory for the admission
Preferably WBJEE is the opportunity giving exam you will get benefits of getting scholarship as well as good college.
