Both courses are of different streams and scopes. If you are from a Science background than prefer to do B.Tech, because this course required a good understanding of Mathematics and Science. While if you are from a Non-Science stream than BBA may be a good choice. Further, if we say about the employment opportunities of both the courses, then B.Tech has big advantages over BBA course. Hence, it depends upon the academic background you have and your interest.

Yes, final year students can also sit for the UPSC prelims exam. The passing of the said final year exam should render the candidates eligible for the UPSC civil services exam, I. e. , it should be a graduation-level degree from a recognised university.

I am afraid what you are interested in is not feasible. In India, the eligibility criteria for engineering is class 12th with physics, chemistry, and maths. Best wishes to you for some other course.

Yes, other state students are eligible to apply for TNEA. Other state candidates are eligible for admission to 50 seats that are offered by various departments of Anna University, Chennai, through TNEA.
