Yes, you can surely do B.Tech abroad. First, give IELTS exam and score minimum 6.5 bands overall with no component less than 6. Then, shortlist the universities and check for admission dates and procedure.

Hi,
You cannot pursue B.Tech in part-time, as it is a full time classroom course. You can though take admission in a university where attendance is not an issue.

Hello Lucky, You have done graduation in engineering from Kurukshetra University followed by MA from IGNOU. Right? Minimum qualification required to register for PhD is having a post graduate degree. This you now have. Hence technically you are eligible. IIT Delhi announces its programme for PhD twice in a year. I am attaching a link that will give you all the required information about doctoral programmes conducted and the procedure to join. You just need to follow procedure. That's all.
