You did not tell about the state from which you wish to pursue the B.Tech course. So, first let me clear here that never do the BE/B.Tech from Distance/Correspondence/Open mode, because these degree are not valid as per AICTE guidelines. Hence, it is better to do B.Tech lateral course from state you belongs. The admission in B.Tech lateral are based on lateral entrance exam or merit (Marks obtained in 12th). Fee of all government engineering colleges is very reasonable, hence accordingly prepare self for getting admission in government Engineering College.

Hi,
I think you should first complete your B.Tech if you're in 3rd or in final year. With engineering you can continue with e learning of fine arts after that you should go for it. If you decided for it then you should apply for it now.

No, BE and B.Tech candidates are not eligible for the UGC NET exam.

As you have understood most of the concepts of C Programming in your 1st year, then it's a good idea to begin with either Data Structures using C or Object Oriented Programming using C+ by yourself. The reason is you'll have to study this and OOPS in your 3rd and 4th semester of B.Tech. So, it's better to begin early, you will have better understanding of the concepts and when your professors will teach you, you'll get more clarity in your learnings and this will eventually help you to score a good percentage in your exams too. No, it is not mandatory to be good or have experience in programming, if you are interested in pursuing CSE. In CSE & IT both, programming languages will be taught from the basics. So, it doesn't matter if you previously had any knowledge/experience in programming or not. Your professors will spend first 2 semesters teaching you the basics of programming including syntaxes, basic input/output, loops, algorithms etc. You can begin learning on your own too from online tutorials, blogs, courses, videos, to get a little grasp on the basics, which will be strengthened when you'll attend your lectures. If you'll start early, it'll be beneficial for you only. Begin from your 1st semester, as professors will already be teaching you the basics of programming. So, it's better to start off with them, so you can clear your doubts and queries with them on timely basis and it'll not clutter up.
