Yes, you can. Diploma is considered equal to 12th and you are eligible for B.Tech.

For taking admission in B.Tech biotechnology you should have maths at least in optional. Otherwise, you will not get admission in biotechnology.

It depends on your university but in most of the cases, it is not possible to change a college after the first year.

If you have completed your class 12th then you are eligible for B.Tech. Only on the basis of ITI, you are not eligible for B.Tech.

Before going to pay this much of fee look at the facilities they are providing, education level they are providing, teachers qualification whether to will get a quality education or not. Go for the placement records of college wit highest or lowest package, companies offering packages to this college as a closed campus. After then decide whether you will be able to get at least 6 LPA package which will be worth for 12 lakh fee.
