BCA is a degree which involves a lot of programming languages. It is not as beneficial as B.Tech, but if you want to get placed with high packages, then you can pursue MCA in top colleges after completing BCA.

Government institute is better for pursuing engineering because government institute provides good quality of faculty members, good course curriculum, good placements and good infrastructure also.
