Both are good, If you want to just go with B.Tech then you can take B.Tech CSE. Or if you want both UG and Master degree then go with M.Tech Integrated. Both are excellent in terms of placements.

No, you are not eligible as your 12th percentage is less as compared to eligibility.

Below 1000 rank is required for admission in CSE branch in IIT-Delhi. Marks may be above 300.
