Hi,
All universities in the USA have their own scholarships. You don't have to apply for it separately because, by default, all applicants are considered. Certain universities require some sort of essays, etc. You can check information on their websites. You must also keep in mind that scholarships are based solely on merit.

Once the seat leaving bond is signed by you then if you leave that course, you will be fined and a penalty (generally the whole course fee) is to be paid. Before signing up for a seat leaving bond, you can leave any seat but no transfer of fee will be there. Your documents will be submitted to the college (all original documents) so if you wish to go for another counselling round for any other course, you won't be able to get a seat as you will not have any of your documents for verification and when you will be enquired about the documents, you will have to speak the truth. The best option is to apply for IMUCET. It is the entrance examination for Indian Maritime University that provides technical education in naval science. It would be the best option if you truly want to join merchant navy. From there you will receive many offers and opportunities to become a merchant navy officer.

If you have completed your 10+2 from a recognised education board, you can certainly apply for the course. You will have to appear for an aptitude test which will determine your admission status in the institute. For your information, this year's admission process is over. You may apply next year.
