Once the seat leaving bond is signed by you then if you leave that course, you will be fined and a penalty (generally the whole course fee) is to be paid. Before signing up for a seat leaving bond, you can leave any seat but no transfer of fee will be there. Your documents will be submitted to the college (all original documents) so if you wish to go for another counselling round for any other course, you won't be able to get a seat as you will not have any of your documents for verification and when you will be enquired about the documents, you will have to speak the truth. All this strictness is just because if you withdraw your name in between a process then that seat will be left vacant for upcoming years so to avoid that these restrictions are made. But there's one condition if both the courses are offered to you by the same college and university then there's a slight chance that money can be transferred (only a slight chance of that). .
