Regarding the expenses, you can consider education loan and if you are a meritorious student universities won't hesitate to give you a scholarship. Better guidance can be given if you clarify what's on your mind, what you want to study and any specific country you have planned for.

Most of the IT companies major business is from International customer. Therefore, most of the IT companies before putting candidate for technical round have English language proficiency test. Therefore, in order to get a job you have to overcome your weaknesses in English language. You may take external support to overcome your weaknesses. Else, you may look for job in small Calcutta based firm first and then switch over to good company after gaining experience and also overcoming your weaknesses in English language.
Most of us have overcome similar weakness in our earlier career by hard work and external language training.

BCA is a lower degree in comparison to B.Tech CSE. BCA grads can only get job in Small and Medium size IT companies. Generally, large IT and MNC hires B.Tech CSE grads. Any BCA grad will require minimum MCA degree qualification to get a meaningful job and career growth. Therefore, B.Tech CSE is a better option in comparison to BCA.

If your ultimate aim is MBA then you can choose any of the graduate degree. If your target is IT and ITES companies after MBA then you can do BCA.

If you target on doing MBA then BBA will be much better than B.Sc or BCA because BBA and MBA both are management courses.

BCA is a job oriented degree course and you can go for job immediately after BCA in Small and Medium size IT companies. Unfortunately Indian IT industry does not prefer BCA for entry level Developer and Testers role. You may get junior developer or Application support jobs. B.Sc CS is a more academic course, and focuses mainly on mathematical and theoretical foundations of computing and help students to become Systems Developers.
