You should start by going through the eligibility criteria for Biomedical Engineering courses at your desired colleges. The basic eligibility is usually getting around 50 to 60% marks in the PCB/PCM/PCMB subjects. The next step is to give the entrance test and get very good marks in the same.
If your targeted college gives admission on the basis of Class 12 merit, that is well and good. Otherwise you have to sit for the entrance exam. After the results are out and you've got your scorecard, you need to apply for the counselling session at the college via the online portal.

No, you cannot get admission to biomedical engineering at IIT without Studying in class 12.
The Biomedical engineering admission eligibility demand candidates to pass class 12 in the science stream with the minimum of 50 to 60 percent marks in physics, chemistry, mathematics or biology subjects.

The biomedical engineering eligibility criteria required students to complete the class 10 or 12 from recognised board with pcm/ PCB / PC MB subjects with the minimum of 50 to 60% marks.
So you are eligible to pursue your Diploma in biomedical engineering.
