Not so sure about the rank. But the bio-medical is available till the end of the first phase counselling (1-20,000 Rank) because, in Biology stream, preference goes like:
Biotech
Bio-info (because there is a tag as CSE with specialisation in Bio-info)
Bio-med
My personal advice to you will be not to go for bio-medical. Although it's a great field to study, but there is isn't much you can do after B.Tech in bio-medical. So many of my friends despite having two digit rank in GATE are going for IT company jobs. Because they feel like there is no future in INDIA for a student graduating from Biomed or biotech.

For the lateral Admission in B.Tech Biotechnology, you should have 55% marks. You will have to attend JEE/ AIPMT/ HPCET or any equivalent entrance test recognised by Government.
