Below 50% marks are not accepted abroad. Few countries like East Europe may accept, but not in Canada. Even your IELTS score is low. You need to improve your academic skills, and then plan to apply abroad.

Your grades are good, but the backlogs might be an issue and will only depend on the university. Your SOP and LOR will also be considered, so prepare them very well.
