Both are competitive and PR is based on the points-based immigration system. Obtaining PR depends on a country's skills shortage too, you must have the necessary qualifications, work experience and must meet the demands. There are some jobs which are more in demand in Australia than Canada and vice versa. The visa application or assessment system in Canada is accepted in one state that is you must make multiple application when you move from one state to another whereas in Australia it is accepted as a whole. Both the courses have equal value abroad, but count the credits, thus both need to be same, the only difference is the research work you made, without dissertation your PG Diploma is not valid, back to India, you are also eligible to continue your studies or get a job with that degree, finally both have equal value, but select the best course and college for the same.

You have a good academic profile, so as per your profile pursuing Master's degree in production engineering and related fields are the best options for you.
Master's degree puts you in the position to gain more skills, a Master's degree allows you to build skills that transcend those you acquired in a more basic setting.
Please note that when employers scale back on their hiring and job competitiveness increases, then having a Master's degree could give you the edge over your competition by making you more marketable as compared to PG Diploma holders.
