If I am not wrong, you are talking about PCACS-Navi Mumbai. Your class 12th percentage is too low. But, I'm not sure that you can get admission there or not. So, follow the instructions for admission requirements provided by PCACS in its official website 2018 through this link:-

The fees for the SC Category has not been specified on the official website of the college. The approximate fees charged for BBA in Aviation Management is INR 3.5 Lakhs.

Candidates should note the application fee for filling the Application Form of KLEE 2018 given here can be submitted both in online and offline mode. Candidates belonging from General category need to remit Rs.600 and the ones belonging to SC/ST category need to remit a sum of Rs.300 and the ones belonging from socially and Economically Backward Classes (SEBC) need to remit a fee of Rs.600.
