For this year, the GD and PI are already conducted and 3 rounds of counselling is also done. I would also like to inform you that admission for the next year will consider MAT score card which will be generated from September 2018.

First of all, go through the Delhi University brochure. You will have to fill up the form which released by DU online and make a payment of 250 rupees then cut-off will be released by DU for different courses. Check out the last year's cut-off for different courses which are offered by DU. So, that you can get an idea.

Hi Aisha,
Generally, the counselling gives you an idea if your rank is eligible for admission in the given college. But I highly doubt that you will be eligible for the admission with the compartment as you cannot pursue graduation without submitting your class 12 certificates and mark sheets.

Yes, you can pursue graduation from Delhi University. DU provides many courses for different streams. You can download the brochure of Delhi University and you can also check out the last year's cut-off for different courses on Delhi university website.

IET-Lucknow gives admissions on the basis of UPSEEE and not with Mains score. Kindly appear for the same to get into IET.

No, you are not eligible for appearing in IIT. You can reappear for your intermediate exams. If you want to go for IIT Advanced, you need to reappear for all the subjects, whereas, if you want to clear JEE Mains then you can apply for the only PCM.
Eligibility for IIT:
60 % marks in PCM.
75 % total aggregate percentage. There are a lot of people who drop out and do IIT preparation due to social pressure. A little recommendation from my side.

Your grades are quite good, there could be a chance. It's difficult to say since profiles are evaluated on a case by case basis and scholarships are awarded on merit. Apply early, check the deadlines and apply by the first rounds to have a good chance for the scholarship. Read the application form online carefully, many universities will ask you for scholarship consideration.
