You have to be a graduate in any discipline from a UGC recognised University in order to be eligible for IAS exam. The IAS exam is conducted by UPSC and is the most competitive exam in our country. In USA, there is no MBBS as such, you have to take the SAT or ACT and apply to a Bachelor's degree. You can study in a medical school after you complete your Bachelors and by taking the MCAT. To study in UK, you have to take the UKCAT, and to study in Germany you have to take Abitur. Additionally, you have to take TOEFL or the IELTS. Scholarships are based on merit, so quite obviously you must have an excellent academic percentage and consistently good track record.
