Yes, you can, but in below average colleges. Do you think any good college (with sane admission officers) will give you admission when you have had 13 backlogs?
Secondly, will you be able to manage western education if can't even do well in the Indian education system?In order to secure admission to any university for any given course (applicable universally), you need to check the course requirements which vary from country to country and university to university. There might be a few universities which might consider IELTS band 6, however, I am not so sure about the backlogs and the percentage. You already have a post-graduate degree,

If you meet entry requirements that is if your percentile is within the cut-off list announced by the DU colleges you should go ahead with DU.

A minimum 60% in 10+2 ( English and PCM) is required to be eligible for marine engineering. And these are the entrances you must take to pursue marine engineering-
AIEEE:All India Engineering Entrance Examination
MERI:Marine Engineering and Research Institute entrance exams
JEE: Joint Entrance Examination
IMU CET: Indian Maritime University Common Entrance Test
