Most of engineering colleges admit students based on engineering entrance examinations. If you not cracked any Engineering Entrance Examination then your chances to get admission in B.Tech this year are quite low. You are advised to replan your strategy to become an engineer.

Yes, it's very good to see dreams in your eyes. Mass communication is a good topic. But you have not mentioned which place you belong to. But don't worry. I am sure in your city there will be a college having this subject for graduation.

With this percentage you can apply for B.Tech in Delhi University (DU), Punjab University (PU) or Punjab Engineering College (PEC). You need a really good percentage in 12th to get into a college under DU. You have to score at least 88-90% if you want to join a college under DU for UG programme.

Your AIR will give better idea of college than marks. According to this year cutoff, 136 is really good marks and you can get state level college with nice branch. Getting a seat in good NIT's is a bit difficult if you belong to general category.
Cut off of JEE Advance is going to be a bit high because maximum marks were high for general category people.
