Your visa chances will depend on your intention of studying and your future plans. Your visa application should be well documented, have all your plans clear such as why you want to study in KPU Surrey? Why Diploma in computer information systems? What are you going to do after completing your studies? Never show any plans of settling there forever. Surf on the internet for some interview tips, you will find a lot of helpful materials.

If you are a PCM/PCB stream student, then, you can study Bachelor in Prosthetics & Orthotics course at Chennai.

USA's study system base on the credit system you must have sufficient credit to eligible for that. Check required credit on the website and compare with yours and then apply.
On the other hand, fluently English is must needed thing.

Yes, that's good. Still, there are many schools in Patna which give good results in class 12th. Some are:
1. St. Michael's School
2. B.D. Public School
3. Gyan Niketan
4. St. Karen's School

It's great that you want to study in Australia or Canada. So for that, you need to score good marks and it's okay if not 90%, but if you score between 80 and 90%, you will become eligible for the scholarship. If we talk about Deakin University, Australia they are providing various kinds of scholarships especially 25 percent scholarship to every international student. Please work hard a little bit, so that you easily become eligible.

I don't think there is any for your rank. I mean that JEE Mains rank. Besides, there isn't any govt. college in Delhi except for DTU, NIT and IIIT. None will offer you admission on the basis of your rank.

JIIT (Noida)
LNMIIT (Jaipur) .
But I don't know about their last date for form submission and one more thing, all of them are private colleges. Also, consider BML Munjal University, Gurgaon. It's new and showing great potential.
