There are plenty of junior colleges in Dwarka as well as Noida. But, I would suggest you to seek admission in that college, which is near to your home.

Basic qualification will be PCM in 12th. But I am not sure about many colleges offering integrated course. IIT-Bombay does but it's very tough. But, why integrated course? You can do B.Sc first and then choose any college for M.Sc.

As per their eligibility:
50% marks in aggregate of best 5 subjects in 12th in any stream clearing English and do accept the NIOS board for BJMC programme.

I am not sure about poor performance angle, but almost every university has a rule which gives authority to college administration to withhold issue of admit cards if attendance is below a certain level.

If one fails in a subject then one need not to appear for internal exams. These marks are carried. You have to appear only in the board paper in which you have failed.

The definition of best is different for different people. Instead of asking someone else you should know your aptitude and interests. What I may suggest you may not be right for you. Therefore, if you are confused take a psychometric test and know your aptitude. Many such tests are available online. Figure out your favorite subjects and what you aspire to be in future.
