First of all, congratulations. With 127/200 marks in NATA 2019 exam and 90.2% in class 12th, you can surely secure admission in Sir J.J College of Architecture and any other good colleges of your choice.

As per your rank in JEE Mains, you should go for Amity, LPU, Galgotia in Delhi. Or LNCT in Bhopal. Or Techno India, Heritage, Haldia in Kolkata. You should predict other possible colleges here:

Yes, you can get admission in B.Com honours course without mathematics. Maths is not compulsory at all. However, the knowledge of mathematics is required in B.Com courses, which you will learn in the classroom. However, whether you will get a seat in this college or not depends on the cutoff. Most probably in second or third round, you will get a seat.

For St. Xavier's College, the cutoff is on the higher side, therefore, it is a little difficult for you to get a chance if you are a general category student. However, if you are from any reserved category then there might be chances of conversion.

You can go for any good school having biology in their curriculum. They will teach biology, chemistry and physics in the school classroom which will help you in NEET exam. You can also take coaching for NEET exams preparation, it will help you to get a good score in the entrance.
