Yes, Distance education has more value than regular courses, it also depends on various other situations. If you have experience and you are pursuing higher education in the same line to enhance your degree, then it does count. For higher education people are mostly doing through distance education.

M.Sc Chemistry Course Eligibility:
Candidates who have passed in Bachelor's degrees in chemistry or the relevant field from any university which is recognized by the UGC with a minimum of 50% or equivalent are eligible to apply for M.Sc Chemistry. B.Sc (3 years) Degree after 10+2 with Major/Honours in Chemistry.

No, a BSc graduate is not eligible for the GATE examination because this examination requires an eligibility criterion of minimum B. Tech or Engineering degree as GATE stands for Graduate Aptitude Test Engineering.
