You cannot get a PR while still on study permit. You must graduate, get a job and stay there for some years. Check CIC website for PR details.

You must retake the IELTS or check with the universities for pathway programmes. Most importantly you must check your Bachelor's degree grades, check the university websites for admission requirements and see if you have the required scores and other criteria and apply accordingly.

In Canada you have two degrees: M.Eng which is course/ project based and the other one is M.Sc/MS which is thesis based program. If you are interested in research then go for M.Sc/MS.
