Hello Rakesh Nair,
Both the countries that you have chosen are English speaking countries and the colleges in those countries have English as the medium of instruction. This becomes very helpful for students from India to seek admission in these countries. When one is thinking for placements after studies, Canada being bigger country than New Zealand, correspondingly offers much more jobs than New Zealand. In view of this I would definitely advise you to aim for going to Canada for doing your undergraduate studies in civil engineering.

Hello,
For lateral entry, you first have to search colleges which offer the same. There are various government and private colleges. Some of them take direct entry and some take entrance exam. You will need to go through the rules of that particular college on their website or directly contacting the admission cell.

Hello Santosh, It is indeed very nice to hear from you that in spite of working for a long time in the Gulf country your quest for knowledge has not diminished and you still are interested in pursuing your graduation in engineering. But unfortunately being in a Gulf country you can't do engineering from a recognised university in India hence you will have to first take a call weather at this juncture in your life you can spare 3 years for a full time course in engineering. Yes, you have to give GRE, if you want, but IELTS is compulsory you have to give IELTS. It is a language based exam, the exam is for testing your English language, so you have to give IELTS.

Hello Vitesh, In India, universities do not conduct Diploma courses and hence, do not award any Diploma certificate. It's invariably the directorate of technical education of the state which regulates admission, syllabus, conduct of exams and award of certificate. Normally speaking the institutions conducting these courses are called as polytechnics.

UK is best for you. You can do Masters in one year and you save one year of your life as compared to Canada. You can do specialisation like construction management, Geo technical engineering, transport designing, structural engineering like any one specialised course, which will make you more employable. ROI is very high as you can earn more money through a part time job.
