There are many universities for civil engineering in UK:
1) Imperial College London
2) Cambridge University
3) LEEDS University
4) Glasgow University
5) Brunel University
These are the top ranking universities you can search. You need to get only 1 exam i.e IELTS, it is an English language test. Your score should be minimum 6.5 not less than 6 in each section.

Hello Amir, Yes of course. The students who are in the final year of Diploma engineering can also seek lateral admission in the same year for engineering courses. You are already doing Diploma in this university and hence you can seek guidance from the administration staff as to how to appear for exam if any or otherwise also to obtain admission into their Engineering College via lateral mode. Best wishes to your aim of becoming an engineering graduate.

Going for your BE will open up more options and courses early on. You have to decide basis your profile, budget, entry requirements etc. If you have an average profile and not IIT material you may consider going abroad during BE itself since you will get better universities than most mushrooming private institutions in India.
