I feel IGNOU has very wide repertoire of courses, and I am sure you can one of them. You can download information brochure cum application form from website of IGNOU, attached below, read it and select one of the courses.

Yes, but only when you fulfil the following requirements:
1: You must have enough marks in JELET. This is a priority.
2: You must be willing for a change in the department of your choice.
Don't know about your Diploma college, but HIT-K has labs and lectures on a regular basis, so if you wish to change your way from civil to CSE, you would have to be sincere about the course curriculum.
