Yes, definitely but you have to enrol in an undergraduate programme as universities abroad don't have lateral entry scheme for polytechnic candidates.
Also, shortlist country first as compared to college/university due to various visa regulations, work regulations, etc.

The marks required to get admission will be a very tough thing to tell, as admissions are rank based and the marks fluctuate every year both in percentage as well as absolute due to varying difficulties of the JEE each year. You can check the relevant ranks and other data on JoSAA website. Hello Ayush Kumar, It's indeed great to hear from you that you are interested in doing your engineering in civil or automobile branches. But I am afraid, admissions to engineering courses are no longer based on marks obtained in 12th except perhaps in the state of Tamil Nadu. You will have to appear for the entrance exam for your state or JEE Mains for CFTI's or JEE Advanced for IIT. Besides these almost all deemed to be universities also conduct their own exam. Unfortunately for engineering studies, there is nothing as compared with NEET for medical studies. Best wishes to you.

You better go for engineering in computer Science rather than going for engineering in civil. Because i think that in india there much scope for computer science than civil engineering

It's a good course or branch of engineering to pursue through VIT and also has good placement opportunities.

Yes, there are some institutions that offer facility of evening cum weekend classes. Of course one needs to find such college where one resides.
