Admissions to VJTI, Mumbai are strictly based on merit only through on-line centralised admission process as per the guidelines of Government of Maharashtra and are conducted by Directorate of Technical Education, Maharashtra.
If you fulfill this criteria, you can get admission in VJTI, otherwise not. But no need to get disheartened. You can try for admission in good private universities like LPU, Manipal, VIT, etc where the criteria for admission is going to be their own test or direct admission on basis of your previous qualification.

You will get to know the available options for you. Personally, I would suggest you google about JAC counselling of Chandigarh and Punjab. These are the counsellings for the gov. and private colleges of Chandigarh and Punjab through Mains score. But for this, you need to fill a separate form of these. It will be out in mid-June.

You should not expect a 4.5 lacs+ package from any RTU AFFILIATED institute. I was allotted JECRC last year through RPET and you would be surprised to know that there are 60k seats for engineering in Rajasthan, out which 55k students filled form for the RPET 33k students appeared for the exam and 11k examinee actually got themselves admitted into the colleges allotted by BTER and out of those 11k ,1050 examinees chose JECRC that is approximately 10%.
