Both branches are equally important and good. It depend on your interest. Moreover, if still you have to choose keeping in mind your aim to prepare for the civil services exam, I would suggest you to go for mechanical as a backup option.

The best stream for M.Tech in Civil Engineering is the one in which your are most comfortable. If in peer pressure you have chosen structure engineering and you have aptitude in geotechnical engineering then you will not give your 100% to your current stream.

Hi, admission to COMEDK college you pay around 1.5-2 lakhs minimum per year including hostel, maximum is vary around 5-6 lakhs.

It is good that you want to go for technical education. You can get admission in Diploma after class 10th, there are number of polytechnic institutions in India who are providing admission on the basis of merit. So you should apply for the admission in your state. Here is a link for the list of reputed colleges in India. So choose the college and its process of admission.

Firstly, it completely depends on your interest. Secondly, every course is best if you give your best and study seriously. But I want to mention about the job type of these two departments. Programmers generally work indoor. But civil engineers work outdoor and tier job is not permanent. That means if there is a project going on somewhere, you can apply for that and not always it happens that the project is in the city where you live in. What I mean by all these things is you may have to shift from city to city.
