First of all, do not think that you are a average student, with strong dedication and hard work you can surely clear IAS or KAS exam.
Now to start preparation, as you have completed your 12th, you can start preparing for it form now on.
The UPSC (Union Public Service Commission) of India conducts the exam and on the basis of the result IAS, IPS, IFS officers are selected.
It has three-step process I.e.
Preliminary Exam (Prelims)
Main Exam (Mains), and
Interview.

If you prepare in your home, it will be with less cost and not more than 5000-6000 will be invested but if you are going in a good coaching, your 1 lakh around will be the fee.

After 12th, I suggest you to complete your graduation with humanities subject because the pillar of UPSC exam is history, political science, economics & geography then you 21 age try your 1st attempt.
