A major question for every student at this stage. Identify your passions and interests. Figure out what you like. Are you good with numbers? Or do you like creative work? For open schooling NIOS has better reputation and recognized abroad also. So I will suggest you to go with NIOS.

You may consider B.Sc IT or BCA or B.Sc CS. Since your percentile is very low you have to check the admission cut-offs of the colleges separately before applying.
