Students from any stream can pursue economics honors.
Arts student can pursue BA (economics) provide that they have economics geography/ applied mathematics/economics or other related fields as one of the main subjects.
Commerce student can pursue B.Com (economics) provided that they had economics/business mathematics/pure mathematics/economic geography as one of the main subjects.
Science student can pursue B.Sc (economics) provided that they had mathematics as one of the main subjects.
This is general eligibility criteria, however it also depends upon particular admitting institute.

Following are the major entrance exams in which a PCM subject student can appear for after 10+2:
