I am not sure about College of Engineering Pune. I don't know whether it provides lateral entry or not but Delhi Technical University provides lateral entry every year. For more information, please go through:

Admissions to all PG seats in Maharashtra is controlled and supervised by DTE, Maharashtra. It's based on GATE score. For COEP, also, you have to follow same rule. Remember this is a premier Institute and GATE score as good as NITs is required.

JEE Mains ranking in Maharashtra is immaterial, since admissions to all engineering colleges is through MHT CET. You have to score well to get admission in your desired college.

Lateral entries are allowed in similar subjects. However, you are advised to visit DTE website for registering yourself as candidate for admission to 2nd year.

All the names that you have mentioned are in top most category. Your aim is definitely good. I feel that for admission in any one of these you should aim for 80 percentile and above.
