Hello Prashant,
College of Engineering Pune is considered as the premier institute for engineering in Maharashtra. As a result of this, those who appear for MH-CET invariably gave this college as the first choice. Hence the cutoff here is pretty high. It is tough to put a figure of cut off but perhaps score of 130 can be considered safe for getting admission in this college. But I would advise you to aim for 90 percentile in MH-CET to be sure of getting admission in this college.

I am afraid, COEP does not have this facility. But you indeed can seek lateral admission in COEP by following procedure laid down by DTE, Maharashtra on their website.

You have to clear JEE, and according to your rank, you will get college and branch. If you get good rank, then you can get aeronautical engineering.
