GMAT scores are valid only if NRI students want to join JBIMS. You have to appear for MHT CET exam and secure a rank under 30 plus you need to have a Maharashtra domicile. I do not have much idea about IIMs.

Yes, you can apply for admission. But keep one thing in mind that you can't pursue two degree courses at the same time. So, if you get a college, then leave the previous one.

It depends on your attitude to your career. As you have changed your field completely from M.Sc to fashion designing, I am sure it is not a one-day decision. You selected this thing for the rest of your life then you must have a keen interest in fashion designing industry. You can get a seat in a college of Delhi University but it depends on the specialization of the course. Like what you want do B.A in Hindi Ptrakarita, B.A in German etc.
