Environmental Education (ISC), Fine Arts, Graphic Design, Painting, Dance, Music, Physical Education, Home Science, Engineering Drawing and all other vocational subjects are not considered as BFS. So you are eligible as your subjects (hist, geo, eco) are included in Political Science Hons.
I think there will be no reduction.

Last year, the 4th cut off only reached 93.33% for general category for B.Sc in Botany Hons.
I think if you are a Sikh girl, there will be 1% relaxation for you.
