Vivek, it depends upon the course that you are applying for and the cut off for that course means honours program or simple BA. Check the cut off from different colleges.
Otherwise with this percentage you can apply in some of the good private universities where you can get good placement as well as placement assistance. Some universities are also offering scholarships.

It is the 2.5% disadvantage that you get in case you shift streams e.g. Science to arts or commerce to arts etc.However there is a recent update that some DU colleges have removed this rule so check with the college officials

No it will not be possible. you rank would be around 50k which is not sufficient for getting ME in NSIT. ME closed at 20k last year so it would not be possible to get admission for ME.
